Jahrestag der Römischen Verträge 2007 galt die Europäische Union als ein internationales Erfolgsmodell, in das nicht nur Politiker au- ßerhalb Europas, sondern auch die eigenen Bürger der Europäischen Union (EU) viel Vertrauen setzten. Dieses Modell bekam in den vergangenen Jah- ren, in der Eurokrise und danach in der Flüchtlingskrise, starke Risse. Die Folgen dieser Krisen sind weiterhin spürbar. Es bleibt ein Teil der öffentlichen Erinnerung, dass die Europäische Union an Vertrauen ihrer Bürger verlor und in vielen Mitgliedsländern zeitweise sogar die Gegner der Union über- wogen. Der Brexit verstärkt diese dunkle Erinnerung, auch wenn die Abstim- mung über ihn sehr knapp ausging. Inzwischen ist das Vertrauen der Bürger in die Union zurückgekehrt, aber die EU hat sich weiterhin mit europafeind- lichen Parteien im Europäischen Parlament, in vielen nationalen Parlamenten und in einigen nationalen Regierungen herumzuschlagen. Sie gab es vor der Krise weit weniger. Unter Experten und Intellektuellen stößt die Europäische Union weiterhin auf mehr Skepsis als vor den Krisen, auch wenn die uni- onsfreundlichen Veröffentlichungen in allerjüngster Zeit deutlich zunehmen. Umgekehrt bestehen unter den Europapolitikern häufig Irritationen und auch Misstrauen gegenüber den Bürgern. Aus ihrer Sicht sind die Bürger ent- weder schwer für die Union zu mobilisieren, wie etwa bei den Europawahlen, oder zu wenig widerstandsfähig gegen antieuropäische Angstkampagnen wie beim französischen und niederländischen Nein 2005 und beim Brexit 2016. Die Beziehung zwischen Bürgern und Europäischer Union, die früher eher als uninteressanter Seitenast der Geschichte der europäischen Integration an- gesehen wurde, ist inzwischen ein schwelendes Krisenthema geworden

Darin ist es vergleichbar mit der Selbstfindung und Selbstverortung, die das Europäische Parlament seit 1979 zu jener Institution machten, die wir heute kennen. 2004, Brüssel, 7.00 Uhr, Rue Wiertz: Noch ist es still vor den Gebäuden des Europäischen Parlaments. Hohe Glasfassaden auf der einen Seite und ein im- posanter, säulenumkränzter Eingang auf der anderen Seite flankieren die sehr klein erscheinende Rue Wiertz. Ein schmaler Durchgang führt zu den neuesten Gebäuden über der Gare du Luxembourg. Glasbrücken verbinden alle Bauten miteinander. Die ersten, in Anzüge und Kostüme gekleideten Personen, aber auch die in Jeans und mit Laptop unter dem Arm, laufen auf den Eingang zu, die obligatorische Security-Card bereitwillig gezückt. In der Eingangshalle tref- fen Abgeordnete, Praktikanten und persönliche Referenten aufeinander, um ihren Arbeitstag zu beginnen. Für die Verwaltungsangestellten hat er längst be- gonnen. Alles läuft in festen Bahnen ab, die den Menschen außerhalb des Par- laments jedoch technisch, hochbürokratisch und weit weg von ihrem eigenen Alltag erscheinen mögen

Trying to cover everything also tends to mean that there is a breadth of cover- age but without depth, partly because publishers (not unreasonably) want books to be of an appropriate (readable!) length. What this book does is to highlight some of the key issues of debate that exist in respect of cybercrime, including what cybercrime is. You will find many of the key areas within this book and perhaps a couple that are not always considered. Each topic follows the same format: the behaviour is discussed critically and an analysis is made of whether the law can solve the behaviour and, if so, how. New to this edition is an examination of the investigation of cybercrime. Chapter 12 considers which agencies investigate cybercrime, and how they are structured in order to do so. Chapter 13 considers the powers of the police and other agencies in the context of investigating cybercrime. The requirement on Internet Service Providers to retain so-called ‘communication data’ (broadly speaking, the who, how and why of communications but not its content) is extremely contro- versial. The increasing use of so-called open source intelligence also proves con- troversial, with the police, and others, looking at what is posted on the internet. These new chapters focus on the key issues of debate and are introduced to allow the other chapters to be put into context.

نویسندگان: خلاصه: Abstract Laser ablation of polymers has been studied with designed materials to evaluate the mechanism of ablation and the role of photochemically active groups on the ablation process, and to test possible applications of laser ablation and designed polymers. The incorporation of photochemically active groups lowers the threshold of ablation and allows high-quality structuring without contamination and modification of the remaining surface. The decomposition of the active chromophore takes place during the excitation pulse of the laser and gaseous products are ejected with supersonic velocity. Time-of-flight mass spectrometry reveals that a metastable species is among the products, suggesting that excited electronic states are involved in the ablation process. Experiments with a reference material, i.e., polyimide, for which a photothermal ablation mechanism has been suggested, exhibited pronounced differences. These results strongly suggest that, in case of designed polymers which contain photochemically active groups, a photochemical part in the ablation mechanism cannot be neglected. Various potential applications for laser ablation and the special photopolymers were evaluated and it became clear that the potential of laser ablation and specially designed material is in the field of microstructuring. Such composites are attributed to the class of nanocomposites because of the small size of the embedded particles, while the polymer phase is continuous. The attribution of particles to the class of nanoparticles is somewhat arbitrary; often particles of dimensions up to 50–100 nm are assigned to this notion, and expressions such as nanosized particles, colloids, or, occasionally, ultrafine particles are also used to designate particles as nanoparticles. The small size of the incorporated particles can induce materials properties which differ from those of related composites containing larger particles, for example, as a result of an extremely large interface area, which can readily amount to 107–109 m2 in a cube meter of nanocomposite, or a markedly reduced scattering of visible light. The latter is important if transparent or translucent materials are required for optical applications.
