نویسندگان: خلاصه: Im August 1964 trat der deutsch-amerikanische Politikwissenschaftler Hans Mor- genthau an die Rockefeller Foundation mit der Idee heran, der weltberühmte Jurist Hans Kelsen solle an den Comer See nach Italien fahren, wo die Foundation noch heute die Villa Serbelloni besitzt, und dort »an intellectual history of his life and times« verfassen. Die Rockefeller Foundation war allerdings skeptisch, ob der bereits 83-jährige Gelehrte, der zu jener Zeit in Berkeley in Kalifornien lebte, überhaupt noch im Stande sei, nach Europa zu reisen und eine derartige Arbeit zu schreiben. 1 Morgenthau meinte hierauf, dass die Biographie ja auch in Berkeley verfasst werden und man Kelsen eine Sekretärin beistellen könne, wofür er Helen Smelser, die Frau des in Berkeley unterrichtenden Soziologieprofessors Neil Smelser vorschlug, zumal diese schon früher mit Kelsen zusammengearbeitet hatte. Tatsächlich gewährte die Rockefeller Foundation in der Folge einen Grant in Höhe von $ 3.500,–, sodass die Arbeiten beginnen konnten.

At first, it was going to be a 5000-or-so word book, and it was just going to be a little primer about Craiyon, or “Dall-E mini”, as it was called at the time. Craiyon is a generative art artificial intelligence program and, since you’ve picked up this book, you probably already know what it does. However, I will allow for the following possibilities: 1. This book was a present, which is good, because at least you didn’t get socks 2. You only bought it to impress the hot, artistically-inclined hottie that’s hawt at school. The good news? You just put food on my table. The bad news? It’s not going to work. If any of the above are the case, let me bring you up to speed: Craiyon, and other similar AI art generation programs will let you enter a text prompt (tip: get used to the word “prompt”) and then create an image based on that text prompt. For example, you could ask for “a frog eating a bagel in a pond on Titan, edward hopper style” and the AI would do its best to return a picture that’s relevant to your prompt. Of course, this being AI, the results could end up being hilariously bad, but that’s also part of the fun. As any decent fellow writing a book about any subject would do, I went ahead and did my research on the matter, and while trying to find alternatives to Craiyon, I came upon DALL-E, which was (and still is, at the time of writing) in invite-only beta. I also discovered what would probably end up being my wife, if it was human and could cook creamy risotto, and I wasn’t already married: Midjourney. Of course, there are many more out there, often with their own twist on the formula. Nightcafe will actually let you print your creations and have them mailed to your address, while StarryAI will let you generate NFTs right then and there. Stable Diffusion is another big contender that I’ll be following with much interest. I have used most of them (for you, dear reader) and I can tell you that DALL-E and Midjourney beat the alternatives (with the exception of Stable Diffusion) into a pulp and use it to fertilize their plants, while Craiyon often returns such ingenious results that is definitely worth keeping around. After using the plethora of newfangled AI tools that suddenly sprang up on the web, I know that writing a book only about Craiyon was no longer an option. This book had to become the bible of AI- generated art books, or I had failed. Of course, it also had to be shipped in a reasonable amount of time, so I released it in a form that I consider to be finished, but far from complete. This means that content will be added to this book very regularly, and you’ll be able to download the updated version to your device any time you wish. At the time of writing, the book has already seen two updates, and many more are coming as this is a vibrant, active field in its early days, and that requires constant attention and revisions.

Es bleibt ein Teil der öffentlichen Erinnerung, dass die Europäische Union an Vertrauen ihrer Bürger verlor und in vielen Mitgliedsländern zeitweise sogar die Gegner der Union über- wogen. Der Brexit verstärkt diese dunkle Erinnerung, auch wenn die Abstim- mung über ihn sehr knapp ausging. Inzwischen ist das Vertrauen der Bürger in die Union zurückgekehrt, aber die EU hat sich weiterhin mit europafeind- lichen Parteien im Europäischen Parlament, in vielen nationalen Parlamenten und in einigen nationalen Regierungen herumzuschlagen. Sie gab es vor der Krise weit weniger. Unter Experten und Intellektuellen stößt die Europäische Union weiterhin auf mehr Skepsis als vor den Krisen, auch wenn die uni- onsfreundlichen Veröffentlichungen in allerjüngster Zeit deutlich zunehmen. Umgekehrt bestehen unter den Europapolitikern häufig Irritationen und auch Misstrauen gegenüber den Bürgern. The text is applications-oriented and written with the needs of the nonmathematician in mind; the mathematical prerequisite is understanding of algebra. Applications of data analysis and statistical methodology are an integral part of the or- ganization and presentation of the text material. The discussion and development of each technique is presented in an application setting, with the statistical results providing insights to decisions and solutions to problems. Although the book is applications oriented, we have taken care to provide sound meth- odological development and to use notation that is generally accepted for the topic being covered. Cybercrime, as will be seen, is not easy to define and covers a breadth of subjects. A difficulty with trying to write the ‘definitive’ book on cybercrime is something is bound to be missed out. Trying to cover everything also tends to mean that there is a breadth of cover- age but without depth, partly because publishers (not unreasonably) want books to be of an appropriate (readable!) length. What this book does is to highlight some of the key issues of debate that exist in respect of cybercrime, including what cybercrime is. You will find many of the key areas within this book and perhaps a couple that are not always considered. Each topic follows the same format: the behaviour is discussed critically and an analysis is made of whether the law can solve the behaviour and, if so, how. New to this edition is an examination of the investigation of cybercrime. Chapter 12 considers which agencies investigate cybercrime, and how they are structured in order to do so. Chapter 13 considers the powers of the police and other agencies in the context of investigating cybercrime. The requirement on Internet Service Providers to retain so-called ‘communication data’ (broadly speaking, the who, how and why of communications but not its content) is extremely contro- versial. The increasing use of so-called open source intelligence also proves con- troversial, with the police, and others, looking at what is posted on the internet.
