نویسندگان: Jack Wayne Meek خلاصه: 1 Introduction: collaborative public management as an emergent field Jack Wayne Meek Collaborative public management (CPM) is now a central area of study (O’Leary and Vij 2012) and practice (McKinney and Johnson 2009; Linden 2010; Agranoff 2012) in public administration. As a field of study, its origins can be traced to public management research in intergovernmental relations. Ground-breaking work in the field came from examining intergovernmental networks (Agranoff 1990; Rhodes 1997; Kickert, Klijn and Koppenjan 1997; Agranoff and McGuire 2003, among others). The study of collaborative public man- agement received focused attention examining various models and typologies in networks (Mandell 2001) and in a 2006 symposium edited by Rosemary O’Leary, Catherine Gerard and Lisa Blomgren Bingham (2006). In 2008, Lisa Blomgren Bingham and Rosemary O’Leary collected works from the third Minnowbrook Conference that emphasized Big Ideas in Collaborative Public Management (Bingham and O’Leary 2008). The status of the field and an assessment of where the field is headed was also provided by Rosemary O’Leary and Nidhi Vij (2012).

Cybercrime, as will be seen, is not easy to define and covers a breadth of subjects. A difficulty with trying to write the ‘definitive’ book on cybercrime is something is bound to be missed out. Trying to cover everything also tends to mean that there is a breadth of cover- age but without depth, partly because publishers (not unreasonably) want books to be of an appropriate (readable!) length. What this book does is to highlight some of the key issues of debate that exist in respect of cybercrime, including what cybercrime is. You will find many of the key areas within this book and perhaps a couple that are not always considered. Each topic follows the same format: the behaviour is discussed critically and an analysis is made of whether the law can solve the behaviour and, if so, how. New to this edition is an examination of the investigation of cybercrime. Chapter 12 considers which agencies investigate cybercrime, and how they are structured in order to do so. Chapter 13 considers the powers of the police and other agencies in the context of investigating cybercrime. The requirement on Internet Service Providers to retain so-called ‘communication data’ (broadly speaking, the who, how and why of communications but not its content) is extremely contro- versial. The increasing use of so-called open source intelligence also proves con- troversial, with the police, and others, looking at what is posted on the internet. These new chapters focus on the key issues of debate and are introduced to allow the other chapters to be put into context.

He formulated his ideas for the first time in his book On the Origin of Species, published in 1859. His theory brought together under one explanation the innumerable different phe- nomena observable in the organic world, and suggested moreover that the difference between humans and non-human animals was a difference in degree rather than one of kind.1 Because of this, philosophical and theological debates soon became inevitable. What had been formulated as a new scientific theory quickly developed into a new philosophical and cultural paradigm with repercussions in ethics, anthropology and theology.

نویسندگان: Thomas Lippert خلاصه: Abstract Laser ablation of polymers has been studied with designed materials to evaluate the mechanism of ablation and the role of photochemically active groups on the ablation process, and to test possible applications of laser ablation and designed polymers. The incorporation of photochemically active groups lowers the threshold of ablation and allows high-quality structuring without contamination and modification of the remaining surface. The decomposition of the active chromophore takes place during the excitation pulse of the laser and gaseous products are ejected with supersonic velocity. Time-of-flight mass spectrometry reveals that a metastable species is among the products, suggesting that excited electronic states are involved in the ablation process. Experiments with a reference material, i.e., polyimide, for which a photothermal ablation mechanism has been suggested, exhibited pronounced differences. These results strongly suggest that, in case of designed polymers which contain photochemically active groups, a photochemical part in the ablation mechanism cannot be neglected. Various potential applications for laser ablation and the special photopolymers were evaluated and it became clear that the potential of laser ablation and specially designed material is in the field of microstructuring. The rapid developments of aerospace industries during the last two decades have required new materials to survive extreme high and low temperatures and various radiations. The exploration of new energy sources, e.g., solar and geothermal, has led us to develop new solar collectors and geothermal devices. Even the search for new oils has demanded that we study the corrosive environment of oil fields. In the telecommunication industries, optical fibers have been adopted broadly to replace metallic conductors. However, none of the optical fibers can survive abrasion or corrosion without the application of a coating material. For microelectronics, protection in terms of coatings and encapsulants is deemed necessary to prevent corrosion. One of the major causes of corrosion has been shown to be water which appears to be abundant in our earthly environments. Water can attack the bulk adhesive (or sealant), the interface, or the adherend. Water can also cause delamination of coating film, and it is definitely the major ingredient in causing cathodic or anodic corrosion. Thus, water becomes the major obstacle in solving durability problems of various materials in harsh environments.
