Anthropogenic Climate Change is one of the biggest challenges of the 21st century and receives more and more international awareness. The central instruments to counter climate change are emissions trading schemes (ETS) to cover GHG emissions. To increase efficiency and to ensure global reduction of emissions damaging to the climate, an international emissions trading scheme would be a rational choice. To establish such a global scheme, political decision makers could follow a bottom-up-approach by linking already existing ETS with each other. The book investigates such linkings of emissions trading schemes, which provide many benefits for the linking partners. As experience shows, although the number of schemes increased in the last decade, only a few linkings were established. Thus, the book answers the question, if and which conditions for states exist to link their emissions trading schemes. .

Over the last few years anthropogenic climate change has become a central prob- lem for mankind and receives growing international awareness. As a result, the importance of climate policy has increased on the agenda of political decision- makers. Due to the global nature of the problem, climate change represents a topic that is discussed on the international stage by heads of states and govern- ments. Global warming is primarily caused by the emission of greenhouse gases. Because it is irrelevant where in the world these gases are emitted, the problem can only be addressed by finding a global solution among the community of states. Several international panels and conferences were held multi- and bilater- ally and new institutions were founded with the intention to decrease the amount of greenhouse gas emissions. The first international treaty in which developed countries of the international community agreed on emissions targets regards the Kyoto Protocol, which also introduced a new instrument to ensure the mitigation of greenhouse gas emissions: the emissions trading scheme (ETS)

در چند سال گذشته تغییرات آب و هوایی انسانی به یک مشکل اصلی برای بشر تبدیل شده است و آگاهی بین المللی رو به رشدی دریافت می کند. در نتیجه، اهمیت سیاست آب و هوا در دستور کار تصمیم گیرندگان سیاسی افزایش یافته است. با توجه به ماهیت جهانی مشکل، تغییر اقلیم موضوعی است که در صحنه بین المللی توسط سران کشورها و دولت ها مورد بحث قرار می گیرد. گرمایش زمین در درجه اول ناشی از انتشار گازهای گلخانه ای است. از آنجا که مهم نیست این گازها در کجای جهان منتشر می شوند، مشکل تنها با یافتن راه حلی جهانی در میان جامعه دولت ها قابل حل است. چندین پنل و کنفرانس بین المللی به صورت چندجانبه و دوجانبه برگزار شد و مؤسسات جدیدی با هدف کاهش میزان انتشار گازهای گلخانه ای تأسیس شد. اولین معاهده بین‌المللی که در آن کشورهای توسعه‌یافته جامعه بین‌المللی در مورد اهداف انتشار به توافق رسیدند، پروتکل کیوتو است، که همچنین ابزار جدیدی را برای تضمین کاهش انتشار گازهای گلخانه‌ای معرفی کرد: طرح تجارت انتشار (ETS)
