U.S. naval forces must be prepared to respond to a broad array of threats. Of increasing importance are those from chemical and biological warfare (CW and BW). To help review its current state of preparedness, the Chief of Naval Operations asked the National Research Council (NRC) to assess the U.S. Navy’s defense capabilities against CW and BW threats. In particular to what extent are they being developed to enable naval forces to sense and analyze quickly the presence of chemical and biological agents, withstand or avoid exposure to such agents, deal with contamination under a broad spectrum of operational conditions, and over what period will these capabilities be realized. This report presents the results of that assessment. It provides an overview of the potential threats, and an evaluation of the Navy’s operations, non-medical programs, and medical countermeasures designed to confront those threats. The report also presents a series of general and specific findings and recommendations based on these assessments.

Both the chemical and the biological threats of today are characterized by wide availability of agents and a variety of delivery methods, from simple to complex. The threats posed by various agents and delivery methods are real today almost everywhere the Navy operates—on the open ocean and in the littorals, and especially in port and at shore installations. Because of the Navy’s dependence on foreign ports and its growing emphasis on warfighting in the littorals, the committee believes that the Navy should, in fact, be more concerned about limited, asymmetric attacks in such environments than about more massive, open-ocean encounters on which its defensive posture has been historically based.

تهدیدات شیمیایی و بیولوژیکی امروزی با در دسترس بودن گسترده عوامل و انواع روش های تحویل، از ساده تا پیچیده مشخص می شود. تهدیدات ناشی از عوامل مختلف و روش‌های تحویل، امروزه تقریباً در همه جاهایی که نیروی دریایی فعالیت می‌کند واقعی است - در اقیانوس‌های باز و در سواحل، و به‌ویژه در تأسیسات بندری و ساحلی. به دلیل وابستگی نیروی دریایی به بنادر خارجی و تاکید فزاینده آن بر جنگ در سواحل، کمیته بر این باور است که نیروی دریایی در واقع باید بیشتر نگران حملات محدود و نامتقارن در چنین محیط‌هایی باشد تا برخوردهای گسترده‌تر و در فضای باز در اقیانوس. که وضعیت دفاعی آن بر اساس تاریخی بوده است.
